Budgeting effectively requires aquatic managers to thoroughly assess their departments. The aquatic manager must know what they have and what they need, thus an experienced individual is needed to conduct the assessments. Facility assessments help determine the capabilities and areas of opportunity that will fully utilize available resources. Staff assessments determine areas of strength, weakness and growth potential. Services offered by the department can offset costs of operations and staff. By reviewing historical data regarding usage, budgets and services the aquatic manager becomes positioned to use the information in the best manner. The end result of this process is resource neutral department. Leland Yarger is an Instructor and Coordinator of Aquatics at Ball State University in Muncie, Indiana. He is responsible for teaching and developing curriculum for the School of Physical Education, Sport and Exercise Science (SPESES), including graduate and undergraduate (major and minor) level materials. He is the department advisor for major and minor students in aquatics, internship coordination and liaison, department safety officer for risk management issues, basic CPR and first aid instruction for faculty, and is directly responsible for instructional equipment. His prior experience includes the Founder and Co-Owner of Water LLC; the Aquatics Consultant & Aquatics Supervisor for the City of Miramar, FL; Rescue Diver/Safety Swimmer for Popcorn Cinema –Betaville; Lifeguard, Crew Chief and Aquatic Supervisor at Southern Illinois University at Carbondale and the Aquatics Director for the Department of Defense at the Marine Corps Air Station in Iwakuni, Japan. He has a Masters Degree in Education from Southern Illinois University at Carbondale and has many national certifications including Aquatic Administrator Instructor; American Red Cross basic level, Instructor level and Instructor Trainer level; National Association of Underwater Instructors; National Safety Council/American Academy of Orthopedic Surgeons Instructor level; Certified Pool Operator®; and the YMCA basic level. Mr. Yarger has presented on aquatics topics on many occasions and has many published works in the International Journal of Aquatic Research and Education, Indiana Association for Health, Physical Education, Recreation and Dance, and Aquatics International. He was named one of the “Power 25” by Aquatics International in 2006 for his influential work in the industry and was one of the 100 Aquatic Leadership people named in the Who’s Who List of Aquatics.
